Oman Shortlists Six Companies for Landmark Business Gateway Project

Muscat – The Ministry of Finance announced on Monday the results of the Request for Qualification (RFQ) tender for the Oman Business Gateway project. Six companies have been shortlisted to compete for the real estate development of this dynamic commercial hub in Muscat.

The Oman Business Gateway project will be developed under a Public Private Partnership (PPP) agreement. The aim of the project is to create a vibrant, commercially-focused hub with a variety of mixed-use assets. These will transform the Ministry of Commerce, Industry and Investment Promotion (MoCIIP) land located at Airport Heights into a center for commercial activity and economic growth.

The six shortlisted companies for the real estate development of the project are: Alghanim International General Trading & Contracting Company, Galfar Engineering & Contracting Company, Plenary Middle East Limited, Amjaad Group, Bouygues Batiment International, and Muscat National Development & Investment Company (ASAAS).

The Oman Business Gateway project began with a feasibility study, followed by the issuance of the RFQ tender in February. Out of 68 interested companies, eight submitted their documents for the RFQ tender, and six have now been shortlisted.

These shortlisted companies will be invited to submit their proposals, after which the real estate development contract will be awarded to the winning bidder.

The successful bidder, acting as the master developer, will be responsible for the overall design, financing, development, and operation of the Oman Business Gateway. The purpose of the project is to create an inclusive and connected environment where private businesses and government can thrive together.

The Ministry of Finance, in collaboration with the MoCIIP, is leading the PPP project to attract private sector investment in public infrastructure and services. The project aims to build a new mixed-use precinct featuring commercial assets such as office spaces, residential units, retail outlets, and a hotel.

A key feature of the Oman Business Gateway is the construction of the new MoCIIP headquarters, which will occupy approximately 30,000 sqm and house all ministry and departmental staff. The new headquarters will replace the current offices of MoCIIP.

With the MoCIIP headquarters at its foundation complemented by a mix of retail, commercial and accommodation, this flagship project is poised to significantly enhance the economic landscape of Muscat Governorate.
