The Ministry of Heritage and Tourism (MHT) has announced that 82 tourism companies have registered on the ‘Tawteen’ platform since the decision mandating registration for obtaining or renewing tourism licences came into effect. These include 17 large companies, 44 medium-sized companies, and 21 small companies. The platform plays a key role in supporting the community, particularly young jobseekers, by offering employment opportunities that match their qualifications and aspirations. It also enables companies to better utilise local resources, an integral part of the objectives of Oman Vision 2040 and the Royal directives of His Majesty Sultan Haitham bin Tarik – may Allah protect and preserve him.

Shaikha Al Saadi, Acting Director of the Human Resources Development Department for the Heritage and Tourism Sectors at the Ministry of Heritage and Tourism, explained that the Tawteen platform is a digital tool that enables electronic integration between the Ministry of Labour, the National Employment Programme, and companies across all economic sectors. It aims to manage and track employment records across various sectors, including tourism. She noted that the platform addresses a key labour market gap, connecting supply with demand, in a manner that is transparent, efficient, and fair. This is achieved by analysing data through the latest artificial intelligence technologies to automate the management of talent and employment opportunities.
Al Saadi outlined the features of the Tawteen platform, which offers several benefits to both companies and individuals. It supports collaboration between sectors to improve work quality and Omanisation rates, whether through direct hiring or employment through service contracts. The platform offers simplified, automated processes for submitting employment requests, ensures transparency and clarity of procedures, and allows for tracking application statuses and managing time efficiently. It provides access to a detailed database of jobseekers, enabling companies to identify available competencies in the local labour market and analyse human resources through AI-supported tools. It also allows companies to customise methods of assessment, testing, and candidate filtering based on their internal standards.
Additionally, the platform makes it easier to plan training programmes and build required competencies by identifying skill gaps using its comprehensive database of jobseekers. It also enables companies to hire freelancers and count such hires toward their Omanisation achievements. The platform includes a fair and modern mechanism for calculating Omanisation rates in procurement and service contracts, helping reflect company efforts in localisation. Moreover, it links incentives and facilities for high-performing companies to their Omanisation outcomes. The platform also supports policies for attracting foreign talent only for rare or hard-to-fill roles, while empowering the local workforce through alignment programmes that balance external recruitment with local capacity-building.
She confirmed that the platform was, from its inception, intended to serve as a national dashboard to accurately track labour market indicators in Oman, mapping out supply and demand and bridging the gap between available talent and employment opportunities of all kinds. This contributes to various employment models, whether in sector-specific jobs, entrepreneurship, or freelance work. The platform also serves as an enabler for decision-makers in different sectors to monitor employment trends, analyse them, and develop workforce planning strategies aimed at building national capabilities, providing suitable job opportunities, and attracting high-calibre talent in alignment with the country’s economic targets.
Ahmed Bait Saleem, Data Analyst at the National Employment Programme, stated that registering companies on the Tawteen platform is a regulatory step to ensure proper organisation of operational processes and transparency in hiring. This measure helps standardise employment procedures in line with national policies that support Omanisation. He confirmed that all approvals for employment requests across 17 economic sectors will now be issued through the platform. These sectors include telecommunications, public services, school education, tourism, real estate development, financial services, health, food security, information technology, higher education, manufacturing (including special economic zones and free zones), energy, mining, transport, sports, construction, retail and banking.
Ahmed Bait Saleem also noted that companies will be able to obtain approvals for employment requests and licences for bringing in foreign labour through registration on the platform and by following the mandatory operational procedures. He highlighted that Tawteen offers a range of solutions and advantages that contribute to achieving its goals, such as facilitating company and supplier registration, enhancing transparency and efficiency in resource management, and increasing in-country value. This is done by monitoring performance, registering Omani products, tracking operational contracts, and supporting the employment of national talent through an updated database of available job opportunities across various sectors, whether direct or indirect.
The platform also features performance dashboards that provide comprehensive insights into employment indicators and in-country value, along with a database of local products and services to facilitate procurement and contracting. It offers an integrated system for contract registration and tracking in accordance with the requirements of relevant authorities.
Ahmed Bait Saleem described Tawteen as an innovative and comprehensive digital gateway that connects jobseekers with employment opportunities while also supporting local companies and suppliers in expanding their operations. He emphasised the importance of the platform in the current period, particularly in fulfilling Oman’s vision to empower national human resources and enhance their contribution to economic development.

As part of the transformation in workforce management, Ahmed Bait Saleem said the platform also serves as a support tool for employment governance committees across various economic sectors. These committees, formed through cooperation between public and private sector representatives and civil society organisations, and chaired by the respective sector supervisors, aim to achieve sector-specific employment targets by promoting in-country value, developing value chains, and driving economic growth. The Tawteen platform has been designed with flexibility in mind, providing decision-makers with easy access to labour market and employment data to support fact-based, informed decision-making.
