Royal Academy of Management Launches Programme to Strengthen Planning, Economic Capabilities in Governorates

Muscat,

The Royal Academy of Management, in collaboration with the Ministry of Economy, has launched the “Governorates’ Planning and Economic Capacity-Building Programme.”

The launch ceremony was held under the patronage of Dr. Said Mohammed Al Saqri, Minister of Economy.

The initiative reflects the Academy’s commitment to strategic initiatives that enhance governance, planning, and economic development across Oman’s governorates.

The programme aims to equip national leaders within the governorates with the skills needed to support comprehensive and sustainable development while maximising the effective utilisation of resources in line with each governorate’s distinct competitive advantages. It also seeks to promote the transition towards administrative and economic decentralisation by strengthening the capabilities of executive department personnel, ensuring they can contribute effectively to regional development efforts.

Dr. Ali Qassim Al Lawati, President of the Royal Academy of Management, stated that the launch of this programme is part of the Academy’s ongoing efforts, in collaboration with the Ministry of Economy, to empower leadership at various levels. He emphasised that it reinforces the principle of integration among governorates and supports executive departments in fulfilling their developmental, economic, and social roles. He further highlighted that the programme complements the Academy’s existing initiatives, which aim to strengthen leadership communities at different levels within the governorates. The programme focuses on developing the capabilities of professionals working in local and municipal institutions, equipping them with essential skills in strategic planning, budgeting, performance measurement, and the application of national and international best practices. This will enable them to undertake a more active role in achieving the development priorities of their governorates.

A key feature of the programme is its ongoing professional support for participants beyond the training period. This includes tailored professional consultations to assist in the implementation of plans and initiatives within their respective governorates. These consultations aim to ensure the effective application of acquired skills, address any challenges encountered in the workplace, and promote sustained impact.

Dr. Nasser Rashid Al Maawali, Undersecretary of the Ministry of Economy, emphasised that this programme represents a significant step towards strengthening sustainable economic development within the governorates. By building the capacity of professionals in financial and investment planning, the programme empowers them to utilise modern tools for budgeting and effectively managing development projects. Furthermore, it reinforces the principle of economic decentralisation by enhancing the ability of governorates to formulate data-driven development plans, ensuring optimal resource allocation and fostering a thriving local investment environment. He affirmed that the Ministry of Economy remains committed to supporting such initiatives to ensure alignment and coordination across development sectors, contributing to the realisation of Oman Vision 2040.

The programme is structured around five key modules: local governance and decentralisation, economic decentralisation, development budgeting, contract management, and economic analysis and strategic planning, with a focus on investment promotion. The curriculum integrates interactive learning modules, field visits, team projects, and strategic presentations, ensuring that participants gain practical skills relevant to their roles.

The Royal Academy of Management operates with a strategic and structured approach to fulfil its mission. It continues to launch specialised and impactful programmes and initiatives that cater to various sectors across the Sultanate of Oman, ensuring that national development efforts remain dynamic, well-integrated, and future-focused.
