NHRC Signs Memorandum of Cooperation with Lekhwiya

Doha,

The National Human Rights Committee (NHRC) signed a memorandum of cooperation with the Internal Security Force (Lekhwiya) with the aim of strengthening the relationship between them, given their shared concerns and interests in the field of human rights, the exchange of opinions, and the sharing of expertise and experiences in this area to serve their common goals.

The memorandum was signed by HE NHRC’s Secretary-General Sultan Hassan Al Jamali and Chairman of the Cultural Committee of Lekhwiya Col. Khalifa Abdullah Al Attiyah.

The memorandum stipulates that the two parties will cooperate using joint means and mechanisms for exchanging information, legislation, and publications that reflect the nature of each party’s work and competencies. Additionally, they will share plans and strategies aimed at developing their performance. They will also work to promote a culture of human rights among Lekhwiya personnel, especially those related to respecting human rights within the framework of maintaining public order, combating crime, countering terrorist activities, and handling emergency situations.

Lekhwiya will conduct awareness activities such as public lectures, training workshops, interactive dialogues, instructional guides, principle guideline manuals and others. Furthermore, they will provide legal advice on cases or matters that the NHRC deems appropriate to address or manage from a human rights perspective.

Both sides will seek technical, technological, and knowledge support from the UN Human Rights Training and Documentation Centre, the UN House in Doha, and internationally accredited Arab and foreign expertise institutions regarding training and capacity-building aspects in this memorandum. Additionally, any other areas or cooperation mechanisms will be agreed upon by both parties.

On this occasion, HE Sultan Hassan Al Jamali said that the memorandum aims to enhance the NHRC’s practices within its defined competencies as stipulated by the reorganization decision No. 17 of 2010 in legal, advisory, and awareness areas, and to strengthen cooperation and establish local, regional, and international partnerships in the field of human rights.

For his part, Col. Khalifa Abdullah Al Attiyah noted that this memorandum contributes to developing Lekhwiya personnel in human rights fields and advancing the work between the NHRC and Lekhwiya through joint efforts, adding that the memorandum will also enhance Lekhwiya’s contributions to human rights protection, including its humanitarian work outcomes (rescue and relief operations) in disaster-stricken areas overseas, thus reinforcing its tasks in monitoring human rights conditions at the national level.
